The contest holder is strongly advised to pick a winner and award the prize for their contest, but if none of the submitted logos is what they are looking for they do not have to pick a winner long as they provide each entry with a rating and feedback as to why they did not pick it.

The exception to this is if the contest holder has prepaid the prize. If the contest holder prepays the prize they MUST select a winner, and that winner is guaranteed payment of the prize.

The format you need to design logos in depends on the Contest Holder, usually it needs to be provided in a Vector Format but bitmap is sometimes okay as well.

The original, layered source file for the winning logo, with all fonts converted to shapes, as well as versions of the logo in the following formats: .jpg, .gif, .png, .tiff, eps and .pdf.
